Notice is hereby given that a Special Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Old Saybrook will be held at Old Saybrook Town Hall, 302 Main Street, Old Saybrook, Connecticut, on June 27, 2023 at 6:00 p.m. for the following purposes:
- Based on the recommendation of the Boards of Finance and Selectmen, to recommend to town meeting $89,910 from the capital non-recurring fund (3350) and transfer said funds to a new off-budget fund entitled “Mariner’s Way Consultant” for the purpose of developing a strategic plan for Mariner’s Way.
- Based on the recommendation of the Boards of Finance and Selectmen, to recommend to town meeting $72,500 from the capital non-recurring fund (3350) and transfer said funds to a new off-budget fund entitled “Operational Assessment consultant” for the purpose of assessing the workflow and staffing at Town Hall.
- Based on the recommendation of the Boards of Finance and Selectmen, to recommend to town meeting $22,000 from the capital non-recurring fund (3350) and transfer said funds to a new off-budget fund entitled 7226 “accounting system” for the purpose of upgrading the E-Finance accounting system for the Town and Education Department.
- Based on the recommendation of the Boards of Finance and Selectmen, to recommend to town meeting $30,000 from reserves to be added to the Retiree Health Insurance account, general fund budget line item 414200.
- As recommended by the Board of Selectmen and Board of Finance, to approve ARPA funds in the amount of $25,000 already received by the town from the United States Department of the Treasury pursuant to the American Rescue Plan Act (ARPA), to fund the Old Saybrook and Borough of Fenwick portion of a grant match; awarded to the Towns of Clinton, Westbrook, Old Saybrook and Fenwick by the National Fish & Wildlife Fund, Long Island Sound Futures Fund (LISFF) for a Coastal Resiliency Plan in the grant amount of $150,000.
