Notice is hereby given that a Special Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Old Saybrook will be held at The Vicki Duffy Pavilion, 155 College Street, Old Saybrook, Connecticut, on August 28, 2023 at 6:00 p.m. for the following purposes:

Based on the recommendation of the Boards of Finance and Selectmen, to recommend to town meeting the following:

To appropriate the $110 thousand from the Town’s surplus for FY2023 and transfer said funds to an off-budget Fund called “APL Generator” for the purpose of purchasing a generator at the Acton Public Library which is designated as a warming/cooling location. 

To appropriation $32 thousand from the Town’s 2023 surplus and transfer said funds to an off-budget Fund called “Proximity Readers” for the purpose of purchasing proximity readers & electric door strikes at 19 locations in Town Hall as recommended by the Safety Committee.

To appropriate $50 thousand from the Town’s 2023 surplus and transfer said funds to an account entitled “Main Street Paving”, fund 3061. 

To appropriate $150 thousand for the Town’s share of grant related expenses for FY23 from the Town’s 2023 surplus and transfer said funds an existing off-budget account called “Grant Related Projects”, fund 2919.

To appropriate $250 thousand from the Town’s 2023 surplus and transfer said funds to the existing off-budget account “Sidewalk Construction”, fund 3019 for the purpose of maintaining the Town’s sidewalk program.

To appropriate $30 thousand from the Town’s 2023 surplus and transfer said funds to the existing off-budget fund, “Vegetation Management”, fund 2908, for the purpose of combating invasive species.

To appropriate $25 thousand from the Town’s 2023 surplus and transfer said funds to the existing off-budget fund, “Celebrate Old Saybrook”, fund 2915.

To appropriate $50 thousand from the Town’s 2023 surplus and transfer said funds to the existing off-budget “Revaluation” fund 7222, for the purpose of funding excess revaluation costs as a result of the town-wide revaluation that will take place on the October 1, 2023 Grand List. 

To appropriate $85 thousand from the Town’s 2023 surplus and transfer said funds to a new fund entitled “Resiliency Efforts” for the purpose of funding the Town’s ongoing resiliency efforts.

To appropriate $50 thousand from the Town’s 2023 surplus and transfer said funds to the existing off-budget account “PW paving and road maintenance”, fund 7400.

To appropriate $30 thousand from the Town’s 2023 surplus and transfer said funds to a newly created “Early Voting” fund for the purpose of funding and implementing the newly legislated early voting program. 

To appropriate $70 thousand from the Town’s 2023 surplus and transfer said funds to the “Town Hall HVAC” replacement fund.

To appropriate $525,000 from the Town’s 2023 surplus and transfer said funds to the existing off-budget fund “Beaver Dam Trail”, fund 2848. 

To appropriate $8,000 from the Town’s 2023 surplus and transfer said funds to the existing off-budget fund “Gateway Rent”, fund 6009, (Chamber of Commerce).

To appropriate $28,027 from the Town’s 2023 surplus for the purpose of purchasing a “Gas Boy” pump at the Town Garage. 

To appropriate $5,046 from the Town’s 2023 surplus for the purpose of purchasing a light pole in the Ambulance parking lot.

To appropriate $5,400 from the Town’s 2023 surplus for the purpose of purchasing two waste recycle bins.

To appropriate $125,000 from the Town’s 2023 surplus and transfer said funds to the existing off -budget fund “Main Street Crosswalk”, fund 3063, for the purpose of funding the crosswalk construction. 

To appropriate $68,000 for the purpose of Park & Recreation improvements including resurfacing the Vin Baker courts ($30,000), irrigation at the Maple Avenue pocket park ($15,000), installing new bleachers at Trask Park ($12,860) and a new scoreboard at McMurray Field ($9,631).

To appropriate $340,787.77 from the Town’s 2023 surplus to the Town of Old Saybrook Public Schools, which amount represents the surplus in the education budget for fiscal year 2022-2023, said funds to be transferred into an existing off-budget fund 2302.
